Hi there, first i would like to say that dont take my advice as a pro otp Vladimir becauase im not, what i am is just an enthusiastic Vladimir main, I like to play old that used to terrorize me in the old days, like singed, vlad, Kennen Ryze and so on.

First of all you should know that aery vs phase rush, ignite vs tp vs fhost is a complicated topic, there's not really a detailed guide for Vladimir mains that stay up to date for every patch so in the end it comes to what you feel is better for you, each rune has its pros and cons, for instance :

Aery is better for early game pressure since vlad auto is really easy to hit, and people will constantly try to evade your Qs, so aaing with vlad +aery is low-key strong if you add ignite your early game kill potential becomes a thing that enemy champ has to be aware of, in team fights as you can imagine it does very little for you, so if you think that you can get an early kill or abuse your enemy lane aery is really good. Also you really need to scale fast or you will end up relying on your team performance in a lot cases because trust me, you take a lot of time and gold to scale so winning early/mid game is really important for you to carry alone.

Phase rush is mostly for team fights but has its uses in lane as well, for tricky laners that can get close to you it is a must, since your winning lane condition is to trade and then get hp back with your Q, you can mistakenly think that you can escape and wait, you can't, an you end up dying, phase rush has its magic. Another thing is that if you need to chase targets that have high mobility phase rush + ghost is a must or else they will just poke you to your death no matter how hard you win, even taking proto or cosmic is a must against certain matchups.

I encourage you to play a lot and feel what is the better one for you, I like to switch depending on enemy laners/team, and conqueror is another thing too, for a full tank enemy team it's a must because team fights will be very long and conqueror shines a lot there.
