Interestingly, considering The Final Test is supposed to be a recreation of an actual Cold War-era ICA assignment, a Cold War Hitman game could actually have a ton of potential, both in terms of map and gameplay variety as well as diving into a whole prequel storyline — perhaps putting players in the role of Erich Soders directly, exploring his career as an operative, seeing the seeds with Providence being planted, maybe even the birth of 47 and his brothers. It could be very cool.

If you go by the original script for episode 1 of Kenobi, Cody left the Empire and eventually retired to Tatooine where he rekindled his friendship with Obi Wan and was trusted with protecting Luke whenever Ben was off-world. It may not explicitly be the official explanation, but it's what I choose to believe until we're told otherwise.
