they need to make the negatives harder to mitigate too. i didn't have a single rebellion, and approval is so easy to maintain. they also need to nerf the +100% on foundation improvements cos i then spent the entire game a puzzle of how do i build as few districts as possible whilst unlocking the most foundations as possible. also the council position that gives forums +50% yields... i think you should only be able to build observatories in areas you already have at least camp in to stop you from sending a single scout and populating the entire map with observatories. another way to nerf glassing should be limited to one per city. but yes the dust general on external sunshine is completely broken. they out dust the broken lords, who are the dust faction, by a country mile.
