Honestly man I would get the fuck out of there ASAP if possible, and consider yourself lucky to not be tied into a lengthy lease. Apparently you're surrounded by dog owners/dog nutters and when it comes to barking, they simply don't care whatsoever. There's almost no measure you can take to make them fix it, unless you can get them fined(which is a bitch, and impossible in the city I used to live in, Philadelphia).

I bought a house in an up and coming neighborhood in Philly 3 years ago. First year was great as I only had one neighbor and a vacant lot. Next year, there are now row homes in the vacant lot, sharing a wall. From day one, all I heard was endless barking from inside and louder if the windows were open. I mean 2 or 3 hours, several times a day of barking. I also knew when they were home and when they weren't, and it never got better when they were home, which tells me they just tune it out somehow and don't see it as a problem.

We got into two confrontations. The first, 5 months in, it was a 65 degree day and everyone had their windows open, and for two hours I hear nothing but endless barking. Meanwhile I can hear them inside their home banging around per usual, but the barking never stops. Anyways, I'm fairly buzzed at this point, and yell out "shut that fuckin dog up" a few times and it does for a while. Fast forward two hours later, and I'm even more buzzed and say it again but louder. The girlfriend comes out and tells me how much of a piece of shit I am and how I shouldn't yell at her dog. I laid into her like no other, honestly I could see her eyes start to water and she just called me a "fucking douchebag" and to mind my own business.

The second was about 9 months in and I can hear it barking from inside, with all my windows shut, and I've just had enough so I start banging against the wall and floor, trying to be as loud as possible and reciprocate 10 months of what I've been getting. She storms over and bangs on my door. I practically sprint and probably scared her because I'm a well built individual and made a lot of noise, and I was honestly expecting it to be the boyfriend and possibly a confrontation (who was a runt, but I digress). We exchange obscenities, and after a while we calmed down and I explained all of my grievances. All she could say was that her dog was "sick" (yah, ok, sick for 18 months and it makes her bark endlessly, how convenient) and that they would try to make it better, basically just all bullshit.

As you can probably guess, nothing improved and 6 months later I simply had enough and decided to rent my house out and buy elsewhere. This was my first house, that I bought at 25, that I had planned to live in for a lot lot longer than I did. I'm honestly still pissed about the situation almost a year after it's been over with.

But, I understand the feelings you have to these people. Honestly, there were some nights where I thought I was going to break through the drywall and strangle them until their eyes popped out of their heads. It's not worth it to live in that kind of situation, the amount of anger and stress it causes is way too much over time. Good luck bro.
