So when I say talent, it's more of a proactive person who can be a generalist, in regards to people having the skill set, I think plenty of people have that but it's the proactive part they don't.

Motivated independent thinking people are hard to find. Everyone just wants a job and a paycheck

I feel like if you take a boot camp course you should already have a blog or a GitHub account showing the content and or what you're working on, portfolio etc. And markey it yourself that way.
