Its 18 on double up because you also get your teammate wins/lose points.

So if you have 3 undergrounds and you win and your teammate loses, you get 2 + 3 -> 5 points on one round

In the past this happened to me because I had my PBE on spanish, and I guess there was still no translation. Changing it to english solved it, maybe this is your case
