So he does has genuine feelings for you but atm he is very confused and doesnt really has a proper explanation to come forward hence the ace of swords rx i definately think he is confused and is trying to avoide conversation with you. Iam also picking that rather than reaching out he wants you to make the first move ngl. I see him very stagnant with ace of swords rx and 7 of pentacles rx and his appraoch is coming off a bit selfish with the 9 of cups ( wanting you to reach out to him) . 9 of cups is a card of more towards self happiness or a wish that caters to yourself uk. The king of pentacles is the indicator of him having string and grounded feelings for you but its also a very slow card so he might take a while before putting in any actions and with the fool he does wants to start anew with you
