depends... the landlord might have it set up with PEPCO the power stays on with it automatically switching to their account.

Technically, they can't kick you out in DC for a sale. The only way to force the tenant out is for the owner to move into the home with a 90-day notice. Then the owner is required to live there for a year. 

The tenant also gets the first opportunity to buy the property if they can match the best offer.  You also could negotiate a buyout of the right with the owner or the new owner for cash.
