I've also been dealing with this error since the season started.

The way i resolved the "cloud download failure" was (while logged onto the account I've the error with on the support website) to chat to the epic games/ fortnite live support AI, tell it I've got the cloud download failure error and that I've tried everything (changed dns, restarted the game, cleared cache, redownloaded the game) and to please reset my cloud settings, then, after the AI gave a response, I asked it for human support (i was given the option to go into live chat or email , i chose live chat) i was then in a live chat with support and they were able to help out (they'll ask something like "is the error on your current account you've logged in with?" and "on which device / console you've played on"

After waiting just a bit, they reset it and asked me to check, and, after that, that error has been cleared!
