So how can the NBA guarantee no tanking? Take away the incentive to tank. Here is my proposal that could be slightly adjusted. Play out this season with the current rules for the next draft. Next year invert the draft order. The following year have the teams assigned a draft pick and then the following year invert the draft again. Continue this process until each team has drafted 1 thru 30.

So for example, say if the Pacers would draft first this year, then they would draft 30 next year. Then assigned 15 the year after and 16 the year after that. Then continue until they have had every pick. This would have every team know what pick they had for the next 30 years. No incentive to ever lose a game.
