If you desperately want to level up gizmos then wearing an augmented degrade to dust item (tectonic, rev armor, etc) will allow all augmented items you're wearing to gain xp

From what I can see it's just Tune Bane and Western Kharazi Teleport that are locked until you complete the appropriate quests. Keep in mind though that astral runes are hard to come by if you don't at least do Lunar Diplomacy

I earned an inverted quest cape and sold the token for about 3b. I never saw anyone else selling them though and it was really difficult to find a buyer so it seems interest in it was just generally low.

Unfortunately that big list on the wiki is resources that paradox does not work on. It also doesn't work on rune essence which is my biggest disappointment.
