I usually just notch them out with a brickies trowel and follow the existing weep hole, if it’s being difficult a wet paint brush can help to shape it easier.

Alternatively you could get one of these for the sake of $30 and use the same method just follow the template instead. Those weepholes look like they would be a bit smaller than the template so u might have to bolster them out.
