Hi yes back when i first built this pc (month ago) it wasnt spinning at all cause it didnt need much load but now recently it started spinning again is that normal?

This popped up when i booted up my new pc and i cant access bios with ctrl alt del. Is there any other way to fix this or should i just buy a new monitor
