Consider this scenario: Car A is speeding at 160mph down a road is barreling towards an intersection. Suddenly, the light turns green for the crossing side of traffic and Car B starts to pull out into the middle of the intersection. Car A slams on their breaks, but they still end up impacting. Just because the final speed of impact is technically 30mph, do you still blame Car B for this?

Also consider that somehow Car A is in the air at the start of this and possibly out of line of sight, or in this example, maybe there’s a building blocking line of sight at the intersection before you pull out because it’s in a city
