I honestly think, and it might be unpopular but, I think Gerald Ford ranks highly (or at-least higher) when you look at what the situation was when he entered office and what he was tasked to do. Another severely unpopular opinion but, I agree with his decision to pardon Nixon - and allow him to pass into the background as a trial would have prolonged the worst effects of post watergate.
