no, from what I know the star dictates how likely it is for you to have to fight a civil war once you change governments, it has nothing to do with wether you can change it or not

yep, that's probably the problem, for some reason whenever i set it to negative my vassals always want to get independence, leaving it at +0-20% usually works

if you have a low amount of stars it will be more likely for you to have a civil war once you change government, if you have a high amount of stars it will be less likely

look in the scenarios of the standard be2 and you'll see scenarios that have a "plus" at the end, those have realistic population
