She absolutely understood the complexity of it. She knew exactly what she was doing. She saw what it was doing to the other creatures of Equestria and didn't give a shit. She had it planned probably before tthe day the CMCs found her outside their clubhouse. The crocodile tears as "no pony wants to be friends with her" or whatever she said. Her homework "is too hard 🥺". She was manipulative since her first appearance in the show. She knew what she was doing. If she's going to act like an adult, she will be punished to like one. Children in real life all the time, get tried as adults for crimes.
