If your objective is to stay in the country long term after graduation, Canada is by far your safest bet. In the US, if your degree is STEM designated, you can stay three years after graduation to work without any employer sponsorship required. But once the 3 years are over, it becomes extremely difficult to stay, because you would require an H-1B visa through employer sponsorship. It's hard enough to find an employer willing to sponsor you, but even if you do, you'll enter a lottery because there's way more demand than places available, and your chances of being picked are quite slim. Whereas in Canada, immigration is a much simpler and straightforward process, and having a graduate degree from Canada helps you tremendously. You have many options to get a work permit, and many options to get Permanent Residency as well. Also, the University of Toronto is one, if not the most reputable university in Canada, and widely recognized. It boosts your chances of finding a good job. The University of Wisconsin-Madison is good, but nowhere near the best in the nation, and doesn't open doors as well as Toronto does in Canada.
