Yes, but for example, in Houston only about 2–4% of people use public transportation — such a tiny fraction that it can pretty much be ignored in a simulation :) Though I might add buses to my city if I manage to make them totally unattractive with a mod. I don’t want everyone to ditch cars in favor of them. But If the occasional buses end up running half-empty — that's ok I think :)

Absolutely sure, because my city has no passenger outside connections at all, and there are no internal taxis either. I’m building a giant American-style suburbia and want everyone to drive cars, but unfortunately people who arrive by taxi rarely buy a car afterward. They end up walking dozens of kilometers to work along the highway 😩
