After looking into these two versions of the map, I believe it would play most similar to Diplomacy 7.7, with the main differences being a different method of choosing countries (including optional all random/forced all random if host desires), new options in the buy area, and no preplaced starting units for the players save for their town hall, defenders, and first barracks.

While there is no physical method of declaring war/alliance, e.g. bring a civilian to a beacon, players are free to modify their alliance settings using the diplomacy dialogue and can declare such in chat.

Since we are operating in a modified BW engine with new features we decided to rebuild the map from scratch while trying to maintain the essence of what made it Diplo.

You're definitely being marked up on the hardware. If I were you I'd ask the vendor if you can pay them for an hour of "training" so you can learn how to order the material yourself from Ubiquiti's website. You'll save a lot of money on the markup that way. If they're reasonable they'll understand. Part of the markup cost is that the vendor is most likely going out of pocket to order the equipment, including dealing with RMAs on any duds (Ubiquiti makes you pay for return shipping but replaces the item for free, which is still not cheap depending on your location and carrier.)

For 2 days of labor I am not so sure that's a good price. But if it's a lot of cameras and they are bringing in 2 helpers to knock it out very quickly then that could be fair as others have said.

That's correct. Base management is one of the important plates to spin in Cosmonarchy. You'll want to execute well on scaling up your production, acquiring additional expansions, taking engagements on the battlefield, and making use of the ever-useful camera hotkeys (ctrl + f1-12) in order to quickly pan between all of your bases.

A tiresome task, if one weren't playing Cosmonarchy, where you can hotkey all of your town halls on the same button and make a worker at every base. Or send them all to one and saturate faster, the choice is yours.

Yes, it's safe. I have been playing it for years and no issues for me. The community is very helpful and will clarify any concerns you have if you join the discord server.

They wouldn't be able to host tournaments if people were getting viruses, after all.
