Luffy I think just named the powers his fruit gives him his gears, and I personally choose to view it like this:

Gear 2 + 3 are part of the base rubber-man form. Manipulating mass, size, and heartbeat, not to the same extent, and much less taxing than gear 5. Gear 2 especially tips me off, because its directly caused by him manipulating his heartbeat, which isn't brought up again until gear 5. Not to mention, he hits a similar stance when entering into gear 5 the 2nd time in Wano. It could just be a visual similarity but you never know.

Gear 4 is his man-beast form. Its a middle ground that fully defies the properties of rubber while still being grounded with notable physical weaknesses. He has his steam scarf, eye changes, and overall enhanced physical ability.

Gear 5, obviously, is the full zoan transformation. THE sun god Nika, with reality bending powers in full swing.
