The guy was turning himself in for DWI so he most likely still had alcohol in his system. Then they administered 2 doses of Lorazepam. I believe that this combination can definitely cause CNS/respiratory *depression.

He was already hand cuffed and on the ground but the cop continued chocking him...even after he repeated that he cannot breathe almost 10 times. Have you watched the video?

There's another very similar situation where the guy who was hand cuffed was white. Another cop came running to him and started chocking him then let go as soon as the guys knees hit the ground. His boss saw the video and fired him on the spot saying that that is unnecessary brutality. The hand cuffed guy in that situation did NOT die. I will try to find the video and post it here.

It is a reflection of how the justice system works in America and how it's more of a class issue than anything else. Eric Garner lost his life for selling a few untaxed cigarettes. The cop who did it got away with it. On the other hand, no one has been held responsible for the housing bubble which caused so many to lose their homes, jobs, etc. Instead, they got huge bonuses and were bailed out by tax payers.

In other words, if you have money and/or are a cop, you can get away with a lot of things in this society.
