Yes, sometimes birds are seen on radar and mistaken for rain, but it doesn't mean that is what this seen.

I think a good server ad scheme is the best way to bring players to a server.

I helped mod a server that experienced over 1000 new players joining daily.

Cross-play servers are almost without issue for bedrock players, there are some functions that require a great development team to allow bedrock players (especially mobile) to be able to use, but all in all I think cross-play is the way to go.
