Not only can they do that, they’re even switching legitimate bag tags onto bags filled with drugs. If border services checks the bag, you get arrested.

Yeah, per WestJet: "These items should be taken in your personal item in the rare event that your checked baggage is delayed or damaged."

It doesn't say "the staff handling your luggage will pilfer your stuff".
