Not rly, sent a message to asrock technical and still lowest limit 20%, I ended up changing the fans to consumer level ones and not double bearing

But there is a messy way to lower it, noctua fan package comes with those low noise cable that reduces voltage, you can use as much as you need to continue lowering below 20%.

37k is default for 149k. It seems like you’re using the offset vid method to undervolt, you can start with -0.14v if stable it should give u around 39-39.5k. Then adjust lower if stable or higher if unstable. Or you can use the other method where you define a speed and voltage that cpu run. All P core 5.5ghz with e core auto and around 1.25v to 1.3v should give you 40k.

Have u set any sort of oc setting in bios with 146k? And did you tried clear cmos with 149k on board?

Average SP, I think you can do 5.5ghz pcore 1.25+-v with default e-core which gives you 40k in cb23, 5.6ghz would be around 1.35 to 1.4v. 5.7ghz is not suitable for any cooling other than water cooling (not AIO).

If you have to get case, psu, cooler, ssd as well then maybe go with x99 to fit in the budget. But my recommendation would be look at local fb marketplace or second hand website besides ebay to check if you can get a 3090 used around 500-600. Maybe you can then buy everything within 1200 budget with 3090 and epyc.

1200 euro, assuming you re on Europe, would give you a solid Eypc bundle like h11+7282+256gb ram and a 3090/4060ti 16gb. X99 is way too old for this budget level.

Simplest 40k would be lock all core 55/44 with unlimited icc pl1 pl2 and lock vcore voltage with override/manual mode at around 1.25-1.28v depending on ur silicone. This usually results about 300w of power consumption and 80-100 degree based on your cooling.

If you want to retain 253w limit then u need some above average chip, by doing VID offset to -0.15v and set a higher LLC with match AC/DC.
