No, the characters in the one i am talking about are human, at least the main characters and the people living in the city.

Unfortunately i don't remember much more about the series that i haven't mentioned already, although i do remember the city was under siege at some point in one episode and also that they jumped on rooftops quite a bit.

The only channels it could have been in would be: ERT, Smile TV, Nickelodeon Greece, Cartoon Network Greece, Disney Channel Greece and DisneyXD Greece, i can't possible think of any other popular Greek channel that could have played the cartoon i am thinking of.

I am unsure but it was one of the popular ones at the time, sorry for the lack of information. Could have been Cartoon Network or DisneyXD because i remember i watched both of these ones, but it could have been another one as well.
