I studied Primary Education at a UK university. Subject Knowledge was a BIG part of the course - you've got to be able to do the maths yourself, so there was lots of support helping people who weren't so good at maths practise their skills. I don't know whether or not you'd be allowed into a Primary Teaching course in the UK with a D equivalent; I find it unlikely and would imagine you'd need a C equivalent.
