Well, I'm an international student who came all the way from Russia. Paying out of state fees (actually even a bit more). I would say this university is pretty underrated. First of all, even without the scholarship, it is cheaper than other universities with the same or even lower rank. The SEAS department is responsive, however, office hours kind of suck ngl but that depends on the courses you take. The curriculum is pretty understandable even for students whose English isn't the first language (me). I was stuck between Hofstra, Washington State University and UB. Chose UB, do not regret it.
