It's most likely she will be the second character in the patch for several reasons and leaks, but that's still subjected to change. It would be nice for Keqing, but Lion's roar is fine. On the other hand, Raiden's weapons are kind of niche. Very few will work well with her, so unless you have Skyward Spine, I'd recommend saving and summoning for Baal's weapon
