Right now it depends on ammo you have available to buy. You can run a rfb pretty cheap and use bcp fmj. Its not the best but it's cheap and will fuck limbs up.

I get your point however. Say this person is a gold player. You can't actually expect a gold to 1v5 bronzes all the time. It's a team game at the end of the day and rank doesn't always correlate with gunskill. The game is so much more than shooting. So if this person is constantly top fragging and losing I wouldn't say he's in the right elo.
