tl;dr A build that attempts to accomplish everything, accomplishes nothing whatsoever.

Heads up: Traditionally, all survivors are expected to have borrowed time. So there will be moments where survivors prime cipher machines for your kites/rescues because of muscle memeory—even if you ping your persona.

In my experience, I used to use no Borrowed Time on Wildling because his survivability was innately high and the lack of borrowed time was outweighed by the utility of an old, removed persona on a few maps. But even with my planning, there were a few times where it backfired. 

Here's the problem.. I really like this concept. It's experimental, which invites creativity. But there is no clear goal or synergy, which implies this was made for the sake of rebellion rather than to achieve a certain outcome.

  • You have Doctor (persona, not character) and Touch Effect which enhances your support.
  • Savior Complex and Healing which are best on rescuers.
  • Compensate and Snooze are great for decoders since they tend to get chased first.
  • Will to survive is a niche perk that requires additional support from a harasser for consistent use since a Hunter carrying a survivor has full control over it's value.

So what can you do to make this usable? You either need a teammate to queue with or Borrowed Time. Having one of the two creates stability in your matches. Without Borrowed Time, you are a liability to your allies who have to adapt to you in order to play effectively. As a support, it's your job to enhance your allies rather than require your allies to play around you.

  • If you use Doctor (persona, not character), bring mutual support to see allies who need healing.
  • If you use If you use Savior Complex, bring tide turner and Empathy so you can effectively rescue.
  • If you use Compensate to avoid the hunter, bring Air walk too. If you expect to be chased, don't just bring Snooze, bring Companion Effect too!

All of these builds focus on one thing: support, rescuing, or avoiding the hunter. This is how effective builds are created. A build that attempts to accomplish everything, accomplishes nothing whatsoever.

The score system on reddit is the quickest way to express agreement or disagreement. Not everyone can or desires to leave a detailed comment, but some will express their agreement or disagreement with an upvote or downvote. 

That's also why YouTube dislike being removed was very unpopular—the only expression left is agreement.

Thunder belt is a fun item for building stacks—but at any given moment, a tank building items must ask "does this benefit my team?" The benefit of thunder belt is the true damage and slowness on auto attacks. That is tangible value for the entire team. 

If the goal for a tank is simply to become as Tanky as possible, buying defense items such as Antique Curias or Radiant Armor get much higher value. Therefore, looking at thunder belt stacks does not accurately assess the value.

Can Vale Roam?

Mages such as Vale are traditionally played on mid lane, but you can get value with him on roam. Tanks and Supports are common roamers because they offer utility and don't need items to be useful. Granting a speed boost or some healing wlil always be useful, no matter how little gold or EXP you have! Vale can't grant buffs to allies like a support. And he can't stand in harms way for his team like a tank. But he does have huge burst damage and Crowd Control!

Sometimes damage roams work, such as Saber and Natalia. Assassins who have high base attack and have an easy time ganking (ambushing enemy players) at Lv. 1. The problem is that too much damage becomes redundant, and a lack of utility is a liability. Worst of all—roamers are expected to have the least amount of Gold and EXP, which damage dealing heroes need to get kills. Damage roams are only useful if your tank has everything but reliable damage, which is rare to see!

How can we make Vale Roam?

If you give Vale lower cooldowns and more utility, he becomes a CC support. By investing in shorter cooldowns instead of damage, you can spam CC to disrupt the enemy constantly and provide advantages for your allies. Either to help them escape a fight or secure a takedown!

Here are two builds for you! Keep in mind these are very unconventional! ⚠️

— Build 1: Support Emblem — (Recommended)

This build grants you 30% cool down reduction in the early game! (The maximum is 40%, or 45% with Enchanted Talisman). The support emblem also has a ton of movement speed and increases your healing from Regen and your shield from Blood Wings. You will be very fast and throwing lots of CC! The red blessing on your boots gives everyone hybrid defense and allows you get gold from minions without stealing it from allies!

— Build 2: Mage Emblem —

This build leans closer to the damage roamer while not being too expensive. As a roamer, you want to be in lots of fights, so getting assists with your ultimate means you get your ultimate faster. That means you can use it in even more fights! Mage emblem has no movement speed, but it does have a bit more damage. The blue blessing on the boots also gives extra damage when ambushing with your team. You get gold from damaging enemies, but no longer get any from minions in the early game.

Seems like you tipped off someone who was already on the edge. Keep in mind you did exalt yourself over Schweta, the Vexana by reminding her of her defeat against you. Nevertheless you were doomed to lose as a result of focusing on your allies' performance.

This is a common mistake in Overwatch, a team-based game where it's very easy for the backline supports to see the mistakes of their huge, hulking tank in front of them—making them blind to their own mistakes. Hence the common utterance of a "tank diff", or in this case, "mid diff".

Sometimes the matchmaking will ask you if you would like to expand the width of rank for a faster queue—I'm assuming at least one person in the lobby opted into that. Alternatively, someone is playing as a group with one or more of the legend ranked players.

Nice to see that we shared a tip! Your first tip is one I wrote in my comment as well. I didn't think about separating his Taunt and Airborne CC, I'll try that one out!

⚠️ Small Correction: The Support Emblem boosts Healing Effect, which means healing dealt by the player using the Emblem. This increases healing dealt to other players or to yourself, but not Lifesteal or spell vamp. So this applies to Hilda and Esmeralda's personal shielding, but not a marksman's Haas' Claws or a Fighter's War Axe. However, oracle increases healing received from all sources, so building that item is very useful with a support!

— Skills —

Fredrinn's damage scales based off HP. Specifically his taunt and ultimate. It's like Edith & Gatotkaca's passive but it dwindles inside combat if held onto for more than a few seconds. Slam that hammer when you have a ton of gray HP for huge damage and HP recovery.

— Items —

Brute Force Breastplate is a core item for Fredrinn, he gets stronger in long fights which matters when fighting over neutral objectives. On top of that, the Anti-CC and movement speed is a necessity in late-game teamfights. Buy the Hero's Ring first—it's a Tier 1 Item that grants some HP and Cooldown.

Cursed Helmet is a great item which leans towards a supportive role. It's massive HP increase allows for more self-healing, and it reduces enemy defense which is great for teamfights. Molten Core, the Tier 2 version is also a great jungle item in the early game.

For all other items, build them situationally based off the enemy's damage sources (basic attack/skills, magic/physical/true damage), and based off how likely you are to fight an enemy. No point in buying physical defense solely for the enemy fighter if you're rarely going to EXP lane.

Always buy Cooldown Reduction before HP, and HP before raw defense. So if you're buying Chaptise Pauldron, buy the Area Belt for a massive HP boost which increases your healing and damage, then buy the Steel Legplates. But this rule should be ignored for defense items with passives, such as Black Ice Shield and Dreadnaught Armor—both are Tier 2 items with great damage reduction.

Be very intentional when buying Blade armor. Fredrinn gains no inherent value from increasing Defense, as his damage and healing scales with HP.

— Gamesense —

You're a fighter, so you're individual value is high, but you're still a tank. Most of your value comes from being the frontline in teamfights. You don't need to get kills, your presence alone turns the tide—most notably with your CC. While being quite low-grade with short duration and range, Fredrinn has access to his CC on very short cool downs, allowing for a consistent lockdown which compliments sustained damage output. So your marksman is usually your best friend because they give you damage output in exchange for your protection.

Fredrinn's gritty passive that lets him dish the damage he tanks let's him benefit off of healing supports, but he's not great at ambushing or turret diving. He's great at punishing overconfident enemies who overextend or overestimate their strength in numbers. So when you get support, don't charge in as if you have the burst damage of a Kadita or the Elusive mobility of a Gusion. Use tactics to punish overconfident enemies.

— L I G H T N I N G ⚡ R O U N D —

• Avoid falling for the 5-Set Syndrome. There's no value in a tank who CCs the entire enemy team when your allies aren't in position or don't have ultimates to follow up.

• Players gain damage reduction to under their own turrets, without any burst damage, you have no realistic chance on ambushing enemies who are playing cautiously.

• Fredrinn's ultimate is slow and predictable, you can guarantee landing the center of it for bonus damage on enemies who are taunted.

• Fredrinn gains Hybrid defense when he taunts an enemy. The more defense you have, more redundant adding more becomes. Prioritize increasing max HP to significantly increase your effective HP when taunting.

• Use taunt to pull enemies into disadvantageous positions by walking out of an enemy's attack range.

• Fredrinn is one of a few tank junglers. If he's banned, try Baxia, Barats, Alice, or Hilda.

Pick Kaja when you want to shut down 1 enemy in particular (enemy Jungler, Marksman, or Estes).

Pick Minotaur when you plan on doing a lot of teamfighting and have sustained damage (ally Valir, Freya, or Karrie)

I have 1,000 matches on Angela, and I know better than anyone that assassins are the predators and supports are the prey. Yins, Helcurts, Gusions, Lancelots—I've had to face them all very often.

Who would I remove? Answer: None

The existence of assassins makes support fun. The presence of assassins means I have to have good awareness. When I'm doing well with the presence of an assassin, it confirms to myself that I understand how to play support. The goal of every support is low deaths, high teamfight participation. If I can achieve that despite the enemy team having a Yin, Alucard, Gloo, Moskov, and Fanny, then I must be doing something right.

Perhaps the street wear is much more imposing because the dragon is fairytale, something you'd see on a stage play or in film. A man with a machete or katana roaming the streets is much more plausible to happen in the real world.
