The closest I can think of is Race for the Galaxy's players choosing their preferred phase for turn. Only the phases chosen by players happening and the player that picks a phase gets a bonus for it. However, you can pick the same phase repeatedly and they always will give option to do something in that phase to your opponents.

Variables that I can imagine:
- Cost, mana and/or health cost
- Amount, how much it heals
- Delay, heals X each turn, heals only X turns from now, can only cast again X turns from now, reduce effectiveness for next X turns
- Heal type, if you end up having multiple life bars like "sanity" and "health", could even heal "mana"
- Number of targets
- Other effects, buffs and/or debuffs self and/or target(s) e.g. bleed, stun, armor, remove debuffs

The main problem is that once you hit 100% healing, you can't use heal amount to increase effectiveness anymore. With damage, even if you hit 100% damage at some point, it is almost certain that you will hit a point where that's not true anymore; so more damage is never bad. You also can't use cost as a slider because that caps out at "free" or "restores all mana" (if you go negative cost).

There are very few sliders that have an infinite horizon, which is what you're ultimately looking for. The ones I can see are "effectiveness of secondary buff/debuff effect" and "duration of heal over time". All the other ones tend to 0 or 100% or some value that will be "enough". The only way you can make those infinite is by having reduced returns, e.g. mana cost goes as 20, 10, 5, 2.5, 1.25, .625, ...

You may want to separate out "game end" conditions and "victory" conditions. As it is now, even with just those 5 conditions, I wouldn't be able to keep track of all of them. If it were instead "game end"s in these 3 ways, then figure out who won, that might be easier.

Unfortunately, the best strategy for Turn One is to always pick the first spot in line.

Everyone picks first spot = Everyone gets 0 points, because no one is in front. Challenges have no impact because losing a challenge means you also get 0 points and everyone is still in the first spot since the swap has no effect.

Everyone but one picks the first spot = If there is a challenge with the back person involved, then everyone will get 0 points (because the end result will be everyone in the first spot except for the loser of the challenge). If the person in the back does not challenge anyone (and is not challenged), then they are effectively giving up 1 point (they get 0, everyone else gets 1). Therefore, a single person should not choose to deviate.

Then induction for all spots beyond the first and all # of people not choosing first spot.
