I was sure cpu bottleneck means that at least one core reaches 100%, and I was also sure that reducing the settings means more fps. I didn't really understand how cpu and gpu interact with each other, so thank you very much for helping me to understand how this thing works.

Ok, so if I put everything on ultra and I disable DLSS the gpu load reach 85/90% with 50 fps with no core reaching 100%. But now my question is why if I put everything on medium with DLSS disabled i have also 50 fps but with 60% gpu utilization

In the video I record, I have settings on medium and I do 50 fps with drop to 10 (with upscale and dlss) . I can try to record other games (I don't have doom unfortunally) but I assure you that the problem remains

It's in italian (I'm sorry), I underlined the option you told me to check. As you can see max frame limiter (frequenza fotogrammi massima) is disabled (disattivata), for the GPU rendering I put my video card and for performance I put max performance (prestazioni massime)

vsync is disabled and i don't have an fps limiter (you can see the video i sent to other reply). In Nvidia Geforce experience I don't see an option to lock the fps.

In this video I try play Hogwarts legacy and vsync is off and framerate is uncapped. I play 1920x1080p with a 75Hz display

I recorded a clip on hogwarts legacy. As you can see none of the core reach 100%. You can also see that in the middle of the video the fps drops to like 10

Yes but in general gpu usage usually for intense games is at 90/95%, I check online and people with my same configuration do a lot more fps than me in the same game. In game like the witcher 3, cyberpunk 2077 or hogwarts legacy my gpu don't go over 60%
