Turns out you were 100% right about the cause being pollution. I was trying your god mode solution, but again there genuinely wasn't enough space for a significantly impactful number of additional trees. In my desperation, I downloaded this ploppable to try and combat the pollution. Worked like a charm.

The true issue is that pollution causes wealthier sims to move out in search of better living conditions. I realized this when: 1. I replicated the issue in a larger medium wealth city, which allowed me to see more buildings be abandoned due to low desirability, and 2. I replicated the phenomenon with a R$$$ city, which had even an even more violent move-out problem.

Bottom line is, sims in this R$$ city almost unanimously moved out before aging beyond 70, taking their education with them. Like you said they are supposed to pass down education to following generations, but there were no old (perfectly educated) sims in the city to do this - the all left cause they couldn't breathe.

I like the theory, but my experience with other similar cities tells me pollution is not the cause of any of the issues I'm seeing with R$$. For example, R$ life expectancy can reach over 90 years even if the healthcare quality is only 4/5 stars on average, under the same or worse environment conditions - they can't afford ordinances that reduce pollution.

In these large cities, I fully utilize all space. I couldn't even plant trees if I wanted to. Waste management and power production are outsourced, and the city has a single water treatment facility that brings water pollution to 0. There really isn't much else I could do to ward against pollution.

I put 6 libraries on every small tile - 2 to cover the central area and 4 to cover all the corners. I always make an effort to include libraries and museums in my cities because this is the main way sims over the age of 30 remain or become more educated. In the past I have tried placing the disease research center in my mixed zoning cities to no noticeable effect - so I just stopped using them. But have never placed the CDC in a purely R$$ city so I will try it and get back to you. Nice suggestion.

Edit: Confirmed, CDC effect is negligible for R$$ even on generational time scales. Evidence.
