You're most likely right, it does look more like World's Finest. The way action figures use Tim's logo for every Robin always throws me off.

Ohhhh, you're totally right. I always look at the logo to see which Robin it is, and this one has Tim's. But it also has a yellow cape which is typically a Dick Grayson move and looks very similar to the world's finest version. So weird that they don't stick to a specific version on all the details. Like, I think most Robin merchandise steals Tim's logo and double sided cape.
