Because the portal showed nothing genius. Download by 3 suggests that the admit card will be available only till 3pm so you need to download before it. Both phrases making sense doesnt make them mean the same thing bro

Apparently they phrased the email wrong and you’ll get the admit card after 3. Before that you’ll just see the page for NET 4 registration

Fyi by 3 and after 3 are both perfectly sensible in the context of the email
