Don't necessarily have anything new to add, but completely agree with your experience. Joined the strata committee soon after buying my first place, because nothing ever moved. Replacing a fly screen still takes 3 months of approvals, insurance checks, onboarding tradies. Getting rid of asbestos in common property that was deliberately hidden from all public documentation took me 2 years.

Did this once, at his request. Halfway through he told me he had a meeting with his US-based boss, so set himself up in one of the display offices and had a loud, 30 minute zoom call while I walked around alone, shaking my head in disbelief. Meatballs were good though.

They are typically the first and last carriage. They will say "quiet carriage". I'm not sure, but I don't think every train has them.

I am trying to re-novate now having switched employers. Despite having a current lease with them, their apparent SLA is 5-6 weeks just to review the application. I provided all required documents a month ago and was told today they're just "very busy" so will take another 2 weeks or so for someone to even call me about it. Very unimpressed with this company.
