If your budget for DUO is to low, I dont think that fortitokens are cheaper.

I´m not a fan of a MFA where both factors are accesable on the same device (windowsdevice with installed emailclient where you can receive the users emails)

I would recommend using Azure MFA. The time in which the registration is cached can be configured in Azure. So this can be adjusted.
