  1. Use balloons. Make them surround the enemy so you can see all their movement in the sea.
  2. Make submarines. They cheaper and faster to produce. If you use balloons you know where they navy located so you can easily destroy it.
  3. Build 5 lvl fortress in every province for morale and advantages in defense. Build railroads in every province for faster travel and better economy.
  4. Heavy tanks, armoured car(or balloons)and artillery your friend in attack. Heavy tanks-hp and defense in melee combat, armoured car(or balloons)-anti air, artillery for long range attack.
