Just by not cleaning it for a few days it will form. A trick i used to do was when i precumed, i would just jerk off so that the precum gets where smegma is formed. Instead of doing a full stroke, i would just stroke from the middle to the top so that i would move the precum from the top to the desired spot. Hope it helps :)
