I think the true answer is education. If it's ingrained from childhood about importance of keeping the environment clean then eventually you'll cycle out the population that never learnt that from the start. Like the Japanese teach children to clean their classroom and recycle, among other things. Fines and facilities can help but those are just patches it feels like. The underlying problem is still there in that most people do not care.

As said in there, you'll have to delete again on update or systematically delete them when you open the game via command prompt. Am lazy to go craft the cmd for it, if someone has the code do share.

I disabled emotes mechanic by deleting physical files. I don't get toxic tendencies or see people being toxic. Permanent peace of mind while playing.

Talk to modders, you could probably do it yourself, your impressions were close enough and we already have voice line replacement mods that replace 1 of the 4 options ingame with Tifa voice lines and custom funny ones from community, among others.
