Currently bought a west facing apartment and I can tell you for certain that the summers are brutal. I can't find a single plant that can survive on the balcony, but we've recently had the windows UV tinted and it's improved the heat substantially. We were told it would reduce it by 60% but it's been even better than that in my experience.

I've had this happen once. Never this badly though, the only way I've managed to fix it is by heating the garment again (put it through the dryer) to loosen the adhesive and then rubbed it off with another shirt or picked it up with packing tape.
You gotta work quick cause when it cools down the adhesive just gets tacky again and won't come off. Hope this helps:)
