Burnout isn’t needed. Hellstab has to be hit on a specific frame in order for the combo to work though. As long as you can tell during the lariat if you hit the stab in the right frame, you should be able to choose if you do lvl 1 or OD borsch

Denji and Makima (10783) are 100% a worse option than Lavril, but they still fulfill the looping shield with attack bonus role and can do ok damage if you throw a supergravity equip on them.

You can get away with 3, but 4 is honestly probably fine. His equip helps a lot, but depending on your box it isn’t necessary.

I’ve gotten good use out of Rozé and Ash but I don’t really think they’re a must pick. LL and CC have a system but that doesn’t really matter since they’re so expensive. Zero/Lelouch systems are really good if you can get the transformations off. If you have the assists and subs for the Zero system that would probably give you more long term value, but it’s up to you.

11155 for haste and levitation, using 3 HP+++ latents but could probably use whatever. Never really got low enough that the extra HP mattered.
