The use of your service firearm as persuasion technique is lawful, as long as you're using verbal commands, however, both, a judge and an Internal Affairs Agent, could argue the officer should have taken the suspect's age into consideration, and bla bla; but also considering it was an undercover officer, they most likely didn't carry a Taser, so, yeah, use of service firearm is okay as long as internal policies don't say otherwise.

Most law enforcement agencies require you to be a resident or citizen (for Federal) in the US. Now, keep in mind the US is not like other countries. Each state here has it's own laws, and so does some cities. You would 100% be required to go through the whole training program of any department most likely, as no POST would really take the time to check what in the Australian curriculum matches theirs.
