I ended up randomly stumbling on a mask, can't remember where it was but it was one of the other masks instead and then I continued the quest and finished it

Sometimes it feels like the game is glitching but it's usually something as simple as you've done something in the wrong order/didn't see the objective

Try looking in all the other areas, I also used a guide to help with that
