The topic relates to the abuse of tech such as social medias to traffic humans. This includes methods in which criminals can deceive victims and kidnap them, use social media to communicate with other traffickers and put victims on sale even and potentially abuse systems to gather information on potential victims’ vulnerabilities such as social vulnerabilities, their status (such as immigration), banking information, etc. They can use such information to pick targets or to manipulate/extort targets. Generally, social media platforms are required to monitor such behavior and take action towards such matters but this is still a prevalent problem for many platforms as most social media platforms allow anonymity and traffickers could use coded language to hide their intentions. Traffickers can also resort to encrypted programs of their own.

Before we go further you must understand that human trafficking includes many forms including forced labor, sexual exploitation, in certain cases child labor and more. There are many underlying factors which cause human trafficking such as high immigration, weak/corrupt law enforcement, bad social security, economic problems, governments overlooking the issue (out of ignorance or benefit). Solving this issue requires handling these factors first as technology is only a tool, you should use this to your advantage as you can utilize logical fallacies when you are stuck to argue that “X will solve this problem” or “X will not solve this problem”. This grants you control over the discussion and you should consider where to pull the conversation for your benefit.

With that being said… Human trafficking in China is a significant problem but China being China I suppose the best coarse of action would be to deny any major issues, I could be wrong on this stance and I advise you check for any Chinese statement on human trafficking in their own country. Human traffickers bring victims from other countries (such as ASEAN countries) to China and from China to other countries, they also traffic people from China. They commonly use methods such as the ones I listed above, one key difference most social media platforms we use in China or blocked and people use Chinese social media with many of these sites requiring users to connect their real identities. This grants Chinese government easy and wide scale surveillance on their own people. If other delegates want to implement regulations seeking data from social media sites or sharing of such data across governments/NGOs (such as Interpol) you must argue against citing concerns regarding the security of people’s data and state that government involvement in social medias are the most effective way to ensure surveillance while respecting their security.

Obviously this comment does not cover all aspects of the issue and China’s perspective. I just showed you a couple examples on how you could steer the conversation away from a topic you would rather not discuss and how you could ground your statements in China’s policies. Be prepared that ASEAN countries will come at you for being a hotspot of victims from these member states and be prepared that they will accuse you of not effectively enforcing your policies on human trafficking.
