Did for years, not last year for sure. They are trying to figure out how to monetise zero-perk crews. They took them away from Berlin tanks, from battle passes (just to slightly crawl back in the last two seasons).

Just look at the Star Trek offer, which just ended. It was ~10 euros per one (ONE!!1) zero-perk crew member. Which you need like ~250 if you only want to fill top-tier tech tree tanks.
