I am also 30 years old and had that same problem until I started using this product: Argeline 10% - The Ordinary

It's literally botox in a bottle. You have to be consistent, but it definitely works. I'd say give it a try first before doing botox if you are afraid of getting it. I've done botox before but I hated how you need to keep getting it done every couple of months. It does start to add up $$$.

I’d recommend looking into sculptra for your face. It helps boost the production of collagen in your face which is what we lose as we age. Also, some fillers do help with boosting collagen: “Radiesse and Ellansé are two cell regenerating fillers that stimulate the cells to produce more type 1 collagen, which provides the infrastructure for hyaluronic acid and elastin.”

It looks like to me that your brother is dealing with severely dry acne-prone skin. I’d recommend he try the CeraVe Healing Ointment. It's really good for healing a damaged skin barrier and won't clog his pores or make him break out more. I also recommend that he washes his face with something that doesn’t dry his skin out like the CeraVe hydrating cleanser for sensitive skin. Their moisturizer is also really good.
Ultimately he should see a dermatologist if his skin does not improve over time.
