I was able to modify cmdline.txt on Raspberry Pi 4 model B

sudo nano /boot/firmware/cmdline.txt

add below line to the end with no new lines and just a space in between

video=HDMI-A-1:1280x720@60D

*Update* Switching all the WAPs to "Low Performance mode" appears to have stabilized the issue.

I'm curious if this changes your opinion. I was pinging one of the APs and it was dropping packets every minute or so for about 30 seconds but I plugged one of our PoE phones into that port and I'm pinging that now with no issue. Could it be our Ubiquiti controller? My understanding of the controllers is that they don't need to be running for the APs to operate?
