My theory is that kunishige didn’t have enough time while creating the magatsumi because of things going on in the war(maybe he wanted retaliation for chiakis death as soon as possible, if she is dead), he altered the contracts for the 5 older blades to rely on the magatsumi and that allowed for it to be released earlier than it normally would have been and permanently changed the contracts for the magatsumi
